Realty Grants Specialist

This position is located in the Wildlife and Sport Fish Restoration Program (WSFR) in the Northeast Region. The WSFR program works with the 13 States, District of Columbia and tribal partners to conserve, protect, and enhance fish, wildlife, their habitats, and the hunting, sport fishing and recreational boating opportunities they provide. WSFR provides oversight, technical assistance, and administrative support for the following grant programs:
Wildlife Restoration, Sport Fish Restoration, Clean Vessel Act, Boating Infrastructure, National Coastal Wetlands Conservation, State Wildlife Grants, Landowner Incentive, Tribal Wildlife, Section 6 Endangered Species, White-nose Syndrome, Highlands Conservation Act, and Great Lakes Restoration Initiative Grants. The Division administers hundreds of grants totaling over $200 million annually. The incumbent will administer and monitor land acquisition grants under the Wildlife Restoration, Sport Fish Restoration, Great Lakes Restoration Initiative, National Coastal Wetlands Conservation Grant Programs, and other grant programs. Job duties may include, but are not limited to, the following:
Coordinate and facilitate the development and implementation of grants that effectively support State realty needs; analyze grant proposals to determine whether they:
1) are eligible for funding under the respective act and applicable regulations, 2) comply with applicable laws and regulations, WSFR policy, OMB circulars, Executive Orders, etc., 3) are legally sound, 4) are designed economically, and 5) will result in benefits commensurate with costs; and make funding decisions. Ensure that State and third party realty documents (deeds, conservation easements, cooperative agreements, notice of Federal Interest) meet the requirements of completeness, accuracy, and legality required by Federal laws, regulations and professional realty standards; ensure they conform to federal program requirements. Review progress and results of projects to confirm that proposals constitute effective and efficient expenditure of funds. Review performance and final reports to determine conformance with stated objective and recommend approval or disapproval of final payment of project costs. Negotiate appropriate resolution if project or handling of funds fails to comply with requirements. Oversee the development of effective procedures and plans to monitor more than 500,000 acres of grant-acquired real property interests and provide support and training to states and other grantees related to long-term protection and oversight of these interests. Develop innovative solutions and procedures to appropriately advise and assist State agency personnel. Identify and provide and/or arrange for specialized training of the collective States within the region. Assist States with the development and implementation of joint efforts supporting multiple State interests. Serve as the WSFR regional subject matter expert on realty issues including acquisition of fee title, leases and conservation easements. Interpret complex national policies and regulation related to real property and develop and implement appropriate regional procedures and best management practices to ensure compliance, and provide technical assistance on real property issues to other WSFR staff and the WSFR Chief. Coordinate further consultation on real property matters as needed with Regional Solicitor, Appraisal Valuation Services Office and other entities as appropriate. Serve on national teams that support development of national guidance and policy related to real property issues. Serve on national ranking team for WSFR grant programs involving real property acquisition. Provide consultation, advice and guidance to the professional staff of State natural resource agencies and third party organizations in land acquisition matters, including identifying and providing and/or arranging for specialized training of the collective States within the region. Communicate the accomplishments of WSFR grant programs to target audiences. Only experience and education obtained by 10/15/2019 will be considered. You may qualify at the GS-12 grade level if you fulfill the following qualification requirement:
Possess one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing the following duties:
analyzing and/or evaluating real property acquisition projects; monitoring and evaluating real property acquisition projects to ensure objectives are met and properties continue to serve their purposes; understanding of laws and regulations to analyze grant proposals or acquisition projects; developing and providing training to diverse entities on real property acquisition topics; drafting briefing materials and correspondence; maintaining cooperative working relationships with other entities regarding fish and wildlife conservation; and reviewing real property acquisition documents for legal and regulatory requirements. You may qualify at the GS-13 grade level if you fulfill the following qualification requirement:
Possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service, performing the following duties:
making decisions on real property acquisition proposals that meet conservation/management needs; monitoring and evaluating project activities to ensure accomplishment of program-wide objectives and effective and efficient expenditure of funds; has approval authority for grant proposals or program-wide activities; serve as technical expert in delivering training to diverse entities on real property acquisition topics; leads development and has approval authority for briefing materials, scientific and technical reports and correspondence; maintaining cooperative working relationships with other entities regarding fish and wildlife conservation; leading in negotiating agreements concerning complex land acquisition or conservation projects.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PROMOTION POTENTIAL:
This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-13. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures. Current appointees:
- Must have been hired under competitive examining procedures to a time limited appointment with a land management agency; - Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; AND - Must have performed at an acceptable level. Former appointees:

You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Public Land Corps (PLC) Hiring Authority:
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC; (b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status; (c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and (d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years. (2) Appointments must be effected within the two years requirement. (3) The two year time-frame cannot be extended. (4) Selectees will be subject to a probationary period. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
