Financial Analyst

As a Financial Analyst, your duties will include, but are not limited to the following:
Develop and recommend program objectives, operations, manpower, money and material allocations for existing functions and operations Monitors field office budget and administrative procedures for consistency with established procedures and policies Interpret congressional appropriation language and assure resource allocations for the NWRS are in place as defined by Congress Conduct administrative evaluations of field stations, and assist in conducting program evaluations Develop and formulate budget requests Develop and recommend changes in existing objectives, operations and emphasis; recommend adjustments in resource utilization to correct deficiencies Only experience and education obtained by the closing date of this announcement may be used to qualify. Qualifications:
In order to qualify for the position at the GS-11 grade level you must meet one of the following:
A. I possess at least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-9) in the Federal service. Examples of experience may include:
Contribute to the management of annual budgets; ensure the orderly expenditure of budgets; monitor obligations to ensure appropriate use of accounts in accordance with applicable budget guidance; perform financial management and analysis, procurement and contract development for a budget; draft yearly budget requests for review by supervisor; summarize data concerning personnel salaries and expenses; analyze similar object class and line item information; project multi-year budgets and prepare analyses; present budget projection reports at budget meetings with supervisors and staff; interpret regulations, policies, and procedures to support field stations in budget allocation and execution, contracting, and purchasing; maintain financial information in spreadsheets and databases; use FBMS system to ensure availability of funds. B. I possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., which is directly related to the position. (You must submit a copy of your college transcripts to support educational claims) C. I possess a combination of successfully completed graduate education and experience, which when combined equals 100% of the qualifications requirement. First determine total qualifying experience as a percentage of the experience required for the grade level; then determine education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 % to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion Potential:
This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11/12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11/12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
